Chongqing issued the country's first green business development plan! The ban on plastic restrictions and green packaging are all highlights
On May 15, the Chongqing Municipal Commission of Commerce issued the "Plan for Promoting the Construction of Beautiful Chongqing and Promoting Green Business Development (2024-2030)" (hereinafter referred to as the "Plan"), which is the first plan with the theme of green business in China.
The Plan puts forward the guiding ideology, basic principles, main goals and long-term goals for 2030 for green development in the business field, and sets up eight chapters and 30 sections to vigorously promote green consumption, accelerate the establishment of a green trade system, fully promote green open investment, and develop and expand the green exhibition economy, integrating domestic and foreign experience and practices in the core areas of business and economy.

Guide the green upgrade of the shopping mall market. Promote the application of green and low-carbon technologies and equipment and facilities in shopping malls, commodity trading markets and other places to carry out energy-saving transformation, implement green recycling, prohibit the use of non-degradable plastic bags, and establish standardized and efficient green and low-carbon operation and management processes and systems.
Promote the green development of catering and accommodation. Cultivate and create a number of national green hotels. Guide catering and accommodation stores to adopt water-saving, electricity-saving and other energy-saving equipment, do not take the initiative to provide disposable products, use green food, organic food and harmless vegetables, promote the use of fully biodegradable lunch boxes and other alternatives, promote the recycling and disposal of kitchen waste and resource utilization, and provide comfortable, safe and healthy green rooms and green catering.
Promote green packaging management. Encourage e-commerce enterprises to reduce the amount of express packaging through direct procurement from the origin, direct delivery of original products, and direct delivery of poly orders. Guide e-commerce enterprises to cooperate with commodity production enterprises to design and apply commodity packaging that meets the needs of express logistics and distribution, and reduce the secondary packaging of goods in the express delivery link. Support the coordinated development of e-commerce enterprises and express delivery enterprises, jointly reduce excessive packaging and random packaging, establish recyclable express packaging recycling channels, and promote the promotion and application of recyclable distribution boxes by fresh e-commerce enterprises. Implement the requirements of the prohibition and restriction of express packaging in the field of e-commerce, promote e-commerce enterprises to gradually stop using non-degradable plastic packaging bags and disposable plastic woven bags, and reduce the use of non-degradable plastic tapes.
Give full play to the leading role of e-commerce platforms. Promote the implementation of green management responsibilities for e-commerce platformsSupervise and guide e-commerce platforms to report on the use and recycling of disposable plastic products such as plastic bags generated by their own businesses, and guide operators on the platform to reduce or replace the use of disposable plastic products. Support e-commerce platforms to expand sales of energy-saving, environmental protection, green and other products, and set up special sales areas for green products. Guide e-commerce platforms to tap green consumer demand and build green brands. E-commerce platforms are encouraged to establish mechanisms such as point rewards and credit scores to guide consumers to purchase green goods, use green packaging or reduced packaging, and participate in packaging recycling. E-commerce platforms are encouraged to carry out green public welfare activities, strengthen green environmental protection theme promotions and education and publicity, and enhance consumers' awareness of green environmental protection.
At the same time, the "plan" proposes to vigorously introduce green and low-carbon foreign-funded projects, and strive to introduce a number of new energy and new energy storage, intelligent equipment and manufacturing, cutting-edge new materials, biological manufacturing, carbon monitoring and other green and low-carbon foreign-funded projects to supplement the chain and strengthen the chain.
It is necessary to focus on supporting the cluster and chain development of modern manufacturing industry with low energy consumption and low emissions, advance the layout of future industries such as satellite Internet, biomanufacturing, brain-like science, metaverse, and new energy storage, and strive to cultivate new technologies, new industries, new formats, and new models, and create a number of green industrial clusters.
The plan makes it clear that by 2027, the level of green development in key areas of consumption in Chongqing will be significantly improved, the green and open economic system will be basically constructed, 65 green shopping malls, 40 green hotels, and 10 green sorting centers will be cultivated, and the green development level of the national economic development zone will be improved, and the market share, import and exit of green and low-carbon products will be improvedThe volume of export trade has increased significantly, and the proportion of foreign investment and foreign investment in the green field has increased year by year. By 2030, green consumption methods will become a conscious choice of the public, green and low-carbon products will become the mainstream of the market, a green and low-carbon development model in the commercial sector will be basically formed, and the system and mechanism of green and low-carbon development will be basically sound, and carbon neutrality capacity will be strengthened on the basis of achieving carbon peak in the commercial sector.
